Regular Meeting of the Land Use & Zoning Advisory Committee for the
Town of Lakewood

August 12, 2002
6:00 p.m.

In attendance: Gigi Bartels, Raoul Schottky, Lee Spletter, Ted Schuurmans, and Scott Vanlannen.

Chairperson Gigi Bartels called the meeting to order at 6:04 pm.

Raoul Schottky moved to approve agenda. Lee Spletter seconded the motion. Motion carried.

Gigi Bartels moved to accept the meeting minutes for the June and July meetings, Ted Schuurmans seconded the motion. Motion passed.

� Rezone of property for Cathedral Pines Inv.
Tony Tebo was present to represent Cathedral Pines Inv., seeking the committees approval to have two lots in the Twin Pines commercial development rezoned from Residential to Commercial. Since the rezoning of this property is consistent with the Comprehensive Plan, the committee could find no grounds to oppose it. Ted Schuurmans moved that the property be rezoned to Commercial. Greg Weyers seconded the motion. Motion passed.

� Conditional use permit for Cathedral Pines Inv.
Cathedral Pines Inv., represented by Tony Tebo, requests a Conditional Use Permit for a �Dollar Store� to be erected in the Twin Pines commercial park. Mike and Val Baker were present to address concerns of the neighboring property owners. The following conditions were discussed and agreeable to both parties.
1. All traffic for the proposed �Dollar Store� would enter from Twin Pines and not Cty F,
2. The property elevation would not be changed. A change in elevation would cause drainage concerns.
3. The store would have reasonable hours of operation. Deliveries would be restricted to reasonable daytime hours.
4. All storm water would be contained on the property and directed to existing ditch along Cty F.
5. Signage would face the Twin Pines Commercial park.

Ted Schuurmans moved to approve the conditional use permit for Cathedral Pines Inv. Subject to the above. Raoul Schottky seconded the motion. Motion approved.

� Rezone and Conditional use permit for Tom & Jerry Kolakowski property
The rezoning of this property is consistent with the Comprehensive plan. The property is also bracketed on both side with commercial properties. Ted Schuurmans moved to approve the rezoning of this property from Residential to Commercial. Greg Weyers seconded the motion. Motion passed,

The Kolakowskis want a Conditional use permit for a gift shop. The adjoining property owners have no objections. A motion was made by Raoul Schottky to approve the Conditional use permit. The motion was seconded by Ted Schuurmans. Motion passed.

� New Business
1. A new Certified Survey Map was submitted by John L. and Mary L. Baranowski. The committee saw no problems with the survey and no need for action.
2. A letter was submitted by Joan White of Nicolet Studio objecting to the application by Darrell Joachim for a Conditional use permit. The request contained mention of �mini-storage� units. This was not mentioned when to the Land Use and Zoning Advisory Committee prior to scheduling the county hearing. This committee is against any �mini-storage� units in the downtown Lakewood area.


� Old Business
Ted Schuurmans spoke to Richard Pintch concerning Smart Growth. Townsend has no plan for compliance at this time. The town of Mountain has hire Bay Lakes.

Scott Vanlannen made a motion to adjourn. The motion was seconded by Ted Schuurmans. Motion Carried.
