Minutes of the Regular Meeting of The Town of Lakewood Plan Commission Town of Lakewood (Town Hall) September 10, 2007 5:00 p.m.
In Attendance: Greg Weyers, Ted Schuurmans, Gigi Bartels, Scott VanLaanen, Marlene Sauriol, Lee Spletter Excused: None Guests: (see attached list)
1. Call to Order: Chairperson Greg Weyers called the meeting to order at 5:00 p.m.
2. Approval of Agenda: Greg Weyers noted that Lakewood Development was present to discuss addition of Nature Trails in the Glenbrook Condominium area. A motion was made by Ted Schuurmans and seconded by Scott VanLaanen to add this item to the Agenda under New Business. Motion was passed.
3. Discussion for Development of Town of Lakewood Comprehensive Plan: Presentation was made by Luann Rudolph from Bay Lake Regional Planning regarding the Comprehensive Plan as follows: Discussion of Land Use Inventory Review Draft Chapter 4 � Inventory & Trends Discussion on Visioning Survey and Draft Vision Statement The October 8, 2007, meeting will begin at 5:00 p.m. and will be an open hearing. It should be noticed on the Agenda as such and Luann Rudolph will supply the topics for discussion. She will also place an ad in the local papers as to the items. Also, the Land Use Map, which is located at Bartels Realty, should be reviewed by the commission members and finalization brought to the October 8, 2007, meeting. 4. Approval of Minutes of August 13, 2007: Notes from Luann Rudolph for her August 13, 2007, presentation had been received by the commission. There were no additions or corrections. A motion was made by Ted Schuurmans and seconded by Marlene Sauriol to attach these notes to the August 13, 2007, commission minutes. Motion was passed.
5. Rezone, Conditional Use & CSM/Plat Proposals: a. County Retracement Surveys Discussion was held as to a problem wherein the Town has not been receiving all the surveyor recordings from the County. It was further noted, however, that State Plats were being returned to the Town. Therefore, a motion was made by Ted Schuurmans and seconded by Marlene Sauriol to recommend to the Town that it notice the surveyors/developers to be sure to return to the Town two (2) copies also of the recorded CSMs and Retracement Surveys. Motion was passed. A motion was made by Greg Weyers and seconded by Scott VanLaanen to have the Town write a letter to the County requesting access with no charge to �Landshark� which is the county web page to obtain document recordings via the internet. Motion was passed.
6. New Business Authorized by Law: a. Lakewood Development � Nature Trails � Glenbrook Condominiums Mike Haney for Lakewood Development was present outlining a proposed walking trail which is planned for usage for the residents of the condos as well as for the residents of the Town of Lakewood. Discussion was held whether this proposed area is in a floodplain or a floodway. There were two distinctions herein that a floodplain allows building (must be raised) and a floodway allows no building. There would also be a need for a 35� setback within a floodplain. A variance would then have to be applied for from the County. It was advised that Mike Haney check with the County to determine if the proposed area is within a floodplain or a floodway. No further action was required at this time.
7. All Old Business Authorized by Law: a. Storm Water Problem � St. Mary�s Road & Co F � Robert E. Lee Ted Schuurmans reported that this is in process and Robert E. Lee will have something to present in a couple of weeks. Also, Ted Schuurmans requested that a meeting should be set up with himself, Greg Weyers, Pat Scanlan and Corrigan (Best Western) in the near future. A mutually agreeable place and time will be determined. b. Waubee Lodge Hotel Condo Project None. c. OCPAC Meetings Report No meetings. d. Review of Road Standards Lee Spletter noted he has the final draft to present for review.
8. All Other Business:
There was no other business.
A motion was made by Ted Schuurmans and seconded by Marlene Sauriol to adjourn the meeting at 7:30 p.m. Motion was passed.
