The Town of Lakewood Plan Commission

Visitors: Neal R. Block, Wendy Kerscher, T. J. Kerscher, Casey Swanson
Call to Order: Chairman Weyers called the meeting to order at 6:00 p.m.
Approve the Agenda: A motion was made by VanLaanen and seconded by Schuurmans to approve the agenda. All ayes, motion carried.:
Approval of Minutes: Motion was made by Schuurmans and seconded by VanLaanen to approve the minutes of the August 10, 2009 meeting. All ayes, motion carried.
Approval of Hearing Minutes: A motion was made by VanLaanen and seconded by Schuurmans to approve the minutes of the Public Informational Hearing held on September 1, 2009. All ayes, motion carried.
Rezone, Conditional Use and CSM/Plat Proposals: 4A. Community Based Residential Facility (CBRF). Several concerns were stated by Schuurmans regarding information provided in meetings which was somewhat inconsistent. A copy of the State License Application was perused. A motion was made by Schuurmans and seconded by VanLaanen to deny the request for a CBRF for C.W. Crivitz LLC conditional use and recommend to the town to accept a conditional use for elderly assisted living
4B. Casey Swanson presented the information on the Suminski property division. Questions were asked on an easement shown on the proposed CSM for sanitary sewer. Casey stated there was no easement recorded. This map will not make it a matter of record as there is still nothing recorded. It was suggested that Casey contact Ken Bohl, past Secretary of the Sewer District for information. The County says an easement must be recorded. A motion was made by Schuurmans and seconded by VanLaanen to approve the Suminski CSM subdivision with the condition that the easement in question be verified. All ayes, motion carried.
4C. T.J. and Wendy Kerscher would like to add snowmobile racing and mountain bike racing to the Paul Bunyan Ski & Recreation Area conditional use permit. A motion was made by Schuurmans and seconded by VanLaanen that the Lakewood Plan Commission recommend to the Lakewood Town Board that a conditional use permit be approved for Paul Bunyan Ski & Recreation Area for snowmobile racing and mountain bike racing. All ayes, motion carried. Secretary will email Conditional Use Application Packet to T.J. Email address: tjk@imperialpewter.com
New Business: None. A motion was made by Schuurmans seconded by VanLaanen to amend the agenda to add State of Wisconsin Request for Hazards Identification as new business. All ayes, motion carried. Chairman Weyers passed around the state form. He will scan the form and circulate to the Plan Commission members for input. We have 30 days to get the form back to the state or the state will consider the matter closed. It is important that we return comments quickly when we receive the scan. A motion was made by Schuurmans and seconded by VanLaanen for Chairman Weyers to submit the Hazards Identification questionnaire to the state.
Old Business: 6A.No one was present from the clinic so no action was taken.
6B. Weyers reported that there is no further progress on the web site. He suggested that members view the website and send comments to him. Much more work is needed on the website. No one is pleased with the progress so far..
All Other Business: None.
No Public Comment: None.
Adjourn: There being no further business, it was moved by Schuurmans and seconded by VanLaanen to adjourn. All ayes, motion carried. Meeting was adjourned at 7:02 pm.
