Minutes of the Regular Meeting of the Land Use & Advisory Committee for the Town of Lakewood August 9, 2004
In attendance: Adriane Bartels, Raoul Schottky, Ted Schuurmans, and Lee Spletter. Excused: Scott VanLaanen Guests: Mavis and Douglas Zimmerman, and Paul Shallow.
Call to Order: Chairperson Adriane Bartels called the meeting to order at 6:00 pm.
Approval of Agenda: Raoul Schottky added Zimmerman and Shallow to the agenda, then moved to approve the agenda as amended. Motion seconded by Ted Schuurmans. Motion passed.
Approve Minutes of Prior Meeting: Ted Schuurmans moved to accept the meeting minutes from the July Minutes with change presented. Greg Weyers seconded the motion, motion passed. Rezone/CSM/Plat Proposals: 1. CSM: Paul Shallow presented a CSM for the Wenzil Pribek property. This was voted on and approved at last months meeting. All he has to do is present the CSM to the Town Board for signature at their meeting. 2. Rezone and CSM: Douglas and Mavis Zimmerman would like to have their property on Lake John Road in NW/1/4 of NW � of Sec. 15, T. 33N, R. 16E. from Forestry to Rural Residency. This fits into the Comprehensive Plan and a motion by Raoul Schottky was made to recommend to the Town Board to approve this rezone. Second by Ted Schuurmans and approved. A motion was made by Ted Schuurmans and second by Greg Weyers to recommend approval of their proposed CSM for the property. This motion was carried.
Old Business: 1. Re: Kurt Butler request: Discussion on the rezone request of Mr. Butler. We should ask the Town Board to check the records as to what they sent in as a rezone request. Our records show a rezone to Rural Residency and not to R1, as stated in the newspaper ad. Motion to this effect by Ted Schuurmans and second by Greg Weyers, carried. Discussion was held regarding the discussion at the County Hearing, and the above motion was made to clarify our recommendation.
New business: � County Comprehensive Plan: Oconto County has hired Bay Lakes and Jon Bartz�s Company to do the county comprehensive plan and help out the Towns. � Joint Town Meeting: Lee Spletter reported on the joint township meeting of the Northern Towns that was held. The Towns are talking to each other about: joint problems were discussed, discussion on the County�s Office between Lakewood and Townsend (funding of, should be by County) as they are the ones using it, discussion on Police and local Judged. Meeting went well and more are planned. � Planning and Zoning meetings: Ted Schuurmans presented a checklist for items that are recommended at our meetings. These lists would make it easier for the public and us when they would like to get something done. This list could go along with the forms the Town submits to the County and could be very helpful at their hearings. � Planning Commission: Ted gave a copy of the Planning Commission Handbook to Lee to present to the Town Board to review. Ted will send members a link to the website for the book so that we can look at it also. � Run-down Property: Lee asked what could be done about property that needs repair in the Township? Our thought from what we read is that it is the County�s responsibility to take care of it, but it is being returned to the Town who takes care of it. If it is the County�s responsibility, then the County should follow up or change the responsibility of this item.
