Minutes of the Regular Meeting of The Land Use & Zoning Advisory Committee for the Town of Lakewood April 11, 2005
In attendance: Adriane Bartels, Scott VanLaanen, Ted Schuurmans, Greg Weyers, Raoul Schottky, and Lee Spletter. Excused: - Guests: Kurt Butler, Lynn/Terry Aerts, Mike Paul, and Lovey Barbier
1. Call to Order: Chairperson Adriane Bartels called the meeting order at 6:00 pm and turned the meeting over to Weyers.
2. Approval of Agenda: Correction to the agenda, Item 4.b, changed from Forestry to Rural Residential to Residential 1 to Rural Residential. Motion to approve the agenda as corrected by Schottky, seconded by VanLaanen, motion passed.
3. Approve Minutes of Prior Meeting: Schottky moved to accept the minutes of the March meeting, seconded by Bartels, motion passed. 4. Rezone, Conditional Use & CSM/Plat Proposals: a. Rezone � This is a year old issue. Kurt Butler reported that he met with Oconto Co. Zoning Sub-Committee and they agreed to correct this zoning issue for the cost of publishing. Motion to recommend acceptance of this suggestion and for the Town of Lakewood to pay for these costs by Schuurmans, seconded by Weyers, motion passed. b. Rezone � Terry Aerts presented a request to rezone their property on East Wheeler Lake Lane from Forestry to Residential 2. Discussion centered around the reasoning for Residential 2. Aerts had discussed the issue with the Satellite Zoning office and this was their recommendation. The major issue was a bunkhouse located in a garage built on the present site. Schuurmans talked to Bartz this date and said that he would have no problem issuing a zoning permit providing that the issue at hand would result in a single family occupancy only. No action is necessary because the request is allowable in the present zoning (Forestry). c. Rezone/Conditional Use � Mike Paul and Lovey Barbier presented a request for a rezone on property along the south side of CTH F, east of Smyth Road (17602 County Road F). The rezone is from Forestry to Park & Recreational District. This rezone would have to have a conditional use for its use as an RV park. Being that this issue was not brought before the Committee prior, the Committee agreed to discuss this issue and place it on the May agenda for formal hearing. The park will be about 15 acres in size and hold approximately 42 parking sites for RV's and trailers. It is will be used for long term parking as opposed to transient parking. Some of the issues raised were the conformance to the Town Comprehensive Plan and issues discussed during the creation of this plan pertaining to this type of development.
5. All New Business Authorized by Law: a. Master Storm Proposal � The Committee reviewed the proposal of a Lakewood Master Storm Sewer Management Plan. Members discussed the limits of the boundary of the study area. Motion to recommend the Town Board issue a request for bids for the plan made by Schuurmans, seconded by VanLaanen, motion passed.
6. All Old Business Authorized by Law: a. Nine Towns Committee Update � The Land Use Committee reviewed a draft letter regarding the development around small lakes in Oconto County, prepared by Weyers and Schuurmans, as requested by the Nine Towns Committee. This letter will be sent to the Oconto County Board Chairman for action. No action necessary. 7. All Other Business Authorized by Law: a. Schuurmans circulated a copy of the Town of Lakewood Zoning distribution. This information was assembled by the Oconto County Zoning Department.
8. Adjourn: VanLaanen made a motion to adjourn the meeting, second by Schottky, motion carried.
