Minutes of the Regular Meeting of
The Town of Lakewood Plan Commission

In attendance: Adriane Bartels, Scott VanLaanen, Ted Schuurmans, Greg Weyers, Raoul Schottky, and Lee Spletter.

1. Call to Order:
Chairperson Greg Weyers called the meeting order at 6:00 pm

2. Approval of Agenda:
. Motion to approve the agenda as amended (add Bruce Mommaerts from Oconto County Development to 3b.) by mts, seconded by Scott VanLaanen, motion passed.

3. Approve Minutes of Prior Meeting:
Ted Schuurmans moved to accept the minutes of the June meeting with the following changes, (4 Ted did not second his motion, motion second by Greg Weyers) (6a, Ted S. was to make the presentation for Jon Bartz), seconded by Raoul Schottky, motion passed.

4. Rezone, Conditional Use & CSM/Plat Proposals:
a. Revisit of CUP for Pine Haven RV Park. Raoul Schottky moved to tabled and will be opened later, second by Scott VanLaanen, carried.

5. All New Business Authorized by Law:
a. Lakewood Plan Commission Agenda Request Form. Raoul Schottky presented a form that he would like to use to be placed on the agenda. Copies were passed around and a discussion on the form should have the following added to it. Form should be returned 10 days prior to the meeting date, add Property owners Name to form. Should be in Real Estate Offices, Oconto County Zoning, Town Hall, and Surveyors Offices. Motion to approve form by Ted Schuurmans and second by Adriane Bartels, motion passed.

Opened 4 a. A large group of people in attendance for this part of the meeting. Greg Weyers explained what is happening and going on with the Pine Haven RV Park conditional use permit. There is a request for a conditional use permit for a RV park (seasonal campground) on property that is zoned Forestry. Property that is zoned Forestry can have a campground on it with a conditional use permit. The main concern is the definition of temporary campsite or campsite in general.
There was much discussion from both the public and the committee members on camping, property use, public access to lakes in the area by the campers, traffic hazards, use of land, proper use of local area, and all other matters regarding campers and camping. Bruce Mommaerts spoke and the impact on the business from the campers and how it would impact the town of Lakewood.
Letters against allowing the Park were presented; a letter from a Land Use Specialist was presented. A petition in favor of allowing the Park was presented. Many; of these issues were discussed before.
Mr. Paul said that he could revise the plan to conform to the requirements, if needed to be done, so that he would be allowed constructing the RV Park as per the county requirements.
This issue has taken up 3 months of meeting and time of this committee and is still not yet resolved. It is recommended that the Town of Lakewood get a legal opinion on the definition of campground, temporary camping, campsites, and any other item/items regarding this subject so this can be resolved. A motion to that recommendation by Ted Schuurmans and second by Scott VanLaanen and the motion was carried.

8. Adjourn: Raoul Schottky made a motion to adjourn the meeting, second by Ted Schuurmans, motion carried at 7:30 PM.
