Minutes of the Special Meeting of

In attendance: Adriane Bartels, Ted Schuurmans, Greg Weyers, Raoul Schottky, and Lee Spletter.
Excused/Absent: - Scott VanLaanen
Guests: James Morrison, Mike Paul, Lovey Barbier, David Dewick, and others (See List).

1. Call to Order:
Chairperson Greg Weyers called the meeting order at 6:07 pm

2. Rules for meeting;
The Town of Lakewood�s Lawyer, James Morrison explained that the purpose of the meeting was just to add Conditions on the Conditional Use Permit for the Pine Haven RV Park, and this was the only item that could be discussed and voted on. Input from the Public would be allowed and any person wishing to comment regarding the Conditions would have 2 minutes to make his/her statement and could only speak one time.

Chairperson Greg Weyers asked it the owners would like to make a statement before the public input began. David Dewick, the owner Lawyer then spoke about the conditions and a list of conditions and ideas was presented and was passed out to the Board Members and to the public to read and go over before comments were accepted from the public. After several minutes, Chairperson Greg Weyers asked for comments from the public.
Ken White presented a Statement of the Waubee Lake Association, Wheeler Lake Association, and Community Members. Most of the text was informational and reason why the Conditional Use Permit should not be issued, but there were several conditions listed in it. Statement is attached to Minutes.
Gay Kowalski, questioned why the issue was reopened in October when many people from the lakes were gone. Answer, an issue can be reopened if a request is received by the Committee, and it was.
Jan Liebsch, questioned the statement in the conditions regarding only 2 guests per day and any additional guests requires fees. This would be up to the owners to enforce. Question on Speed limits on highway F, this is a county issue. Question on snowmobiles, if they are open only until November. They could be parked there and used on a daily basis by the owner during the winter months. Question on campground rule, these would by set up by the Owners and enforced by them.
Mike Kubitz of Maple Heights Campground made several comments on campground rule.
Marge LaConte commented on setting an age limit on guests, request a No Passing Zone on Highway F in that area and garbage would be collected there at owner�s expense.
Bob Neuman questioned the dump station that the Park would have and it is near a sensitive area, could holding tanks be used instead of septic system? Septic system meets County and State requirements.
Bill Burzik suggested that RV�s while they are at the Park have to be occupied (only during the open months).
Dick Swan questioned the meaning of Small Private RV Park and would like to suggest that only 20 units instead of 44. It was explained that the density of a campground/park can have a much larger density then this one and it is owned privately.
David Dewick stated that this list is only a list of suggested items, not all conditions, for information only and that the board would have to make the conditions to be attached to the Conditional Use Permit.
Jim Decker suggested that the setback be greater than 100� so that you cannot see the units from the road.
Bob Dickmen(?) questioned the safety on Highway F, that there are curves at both ends of the highway near this property and if road work was needed for safety that the Owner should be responsible for it or a portion of the cost.
Carolyn Kubitz suggested that dropping back to 20 units would help the problem.
Leanne McNeil suggested that after 4 months that you would have to move your unit out, to a different site, or some other movement of the RV. Also who is to enforce the 4 months on a site (would have to be the owner).
There were no more comments from the floor, so Chairperson Greg Weyers closed the discussion and comments from the public and opened it up to the board members. James Morrison then went over suggested procedures to determine the conditions and suggested the informational sheet be used and add conditions if needed. The informational list that was presented by the Owners was then review and discussed as to what items should be added and what should not. After going thru the list the following items would be added as conditions to the conditional use permit:
1. The site shall be limited to no more than forty-four (44) sites;
2. No unit shall be permitted which is more than four hundred (400) square feet in size;
3. No mobile home shall be permitted on the site except the mobile home currently existing there;
4. The park shall be operated in such a way so that there shall be a 10:00p.m. curfew and quiet time thereafter until 7:00a.m.;
5. No fireworks shall be permitted either in possession or use;
6. Each site shall provide a full hookup of electricity, water and sewer and each unit allowed shall be entirely self-contained as to power, water and sewer.
7. The park shall provide separate men and women�s bathroom facilities according to the administrative code;
8. The private roads in the park shall be no less than twenty-six (26) feet wide;
9. The maximum speed limit on all private roads for all vehicles, snow mobiles and ATV�s shall not exceed five (5) miles per hour;
10. A single driveway shall be provided for ingress and a separate driveway for egress;
11. Parking shall be provided for no less than two (2) vehicle per actual site established and no less than thirty (30) additional parking vehicles;
12. The park shall post �no trespassing/do not enter� signs on property lines which abut all surrounding property including especially the Nicolet Forest;
13. The park shall be constructed with a minimum set back of 100 feet from the highway right-of-way with a scenic natural buffer sufficient to prevent sight from the highway;
14. Construction shall be limited to renovating existing buildings on the property and constructing freestanding shelters with no more than one portable shed no larger than 8 feet by 8 feet per site all of which shall be of a uniform construction and color;
15. The park shall provide private waste management for all refuse generated on the site.

Motion by Raoul Schottky, seconded by Adriane Bartels that the above conditions be added to the Conditional Use Permit for Pine Haven RV Park, motion was approved.
