Minutes of the Regular Meeting of The Town of Lakewood Plan Commission Town of Lakewood Meeting Date October 9, 2006
In attendance: Adriane Bartels, Scott VanLaanen, Ted Schuurmans, Greg Weyers, Raoul Schottky, and Lee Spletter. Excused: - Guests: see attendance sheet
1. Call to Order: Chairperson Greg Weyers called the meeting order at 6:00 pm
2. Approval of Agenda: . Motion to approve the agenda by Ted Schuurmans, seconded by Raoul Schottky, motion passed.
3. Approve Minutes of Prior Meetings: Ted Schuurmans moved to accept the minutes of the Long Street extension Hearing, seconded by Scott VanLaanen, motion passed. Raoul Schottky moved to accept the minutes of the September monthly meeting, seconded by Ted Schuurmans, motion passed 4. CSM/Plat, Conditional Use Permits, Rezones, and Other Proposals:
1. A. Tom Wurzer, represented by Shawn McKeefry, for a Rezone request for parcel # 019-141400311A12, from Residential to General Commercial. A rezone was applied for at a previous meeting to this committee and was rejected at that time. Property will be used for storage and for a business. The comprehensive plan shows this as a residential area, with home currently on both side of this property. A motion by Ted Schuurmans and seconded by Greg Weyers to recommend to the Town Board to deny the request for the rezone. Motion was passed. B. Tom Wurzer, represented by Shawn McKeefry, request for a Conditional Use Permit for the above property to do some filling of the lot to make it more usable. This was recommended by the County to make it legal to do what was previously done and also in the future. Ted Schuurmans made a motion to recommend to the Town to approve the Conditional Use Permit, seconded by Scott VanLaanen, and the motion was carried
2. After an explanation about the Assisted Living Homes Project that is being proposed by Jim Perris and questions asked the Plan Commission, the Plan Commission was concerned that the public and people in that area or development should have some input into the decision to allow the construction of the project without having to proper county zoning, but could be constructed under a different State Statue, it was decided that a hearing shout be held to get the feeling from the public on this issue. County Zoning does not allow this type of building in a Rural Residency zone with a Conditional Use Permit. It is allowed in Rural Residency 2 (multi family) Zone, A motion by Ted Schuurmans, and seconded by Raoul Schottky to hold a Public Hearing regarding the construction of an Assisted Living Housing Unit at 5:30 PM on November 13, 2006 at the Lakewood Town Hall to inform the public and answer question about the construction of this facility. Motion was passed with Adriane Bartels abstaining.
5. All New Business Authorized by Law: a. New business was move to follow (6All Old Business to allow presenter to leave earlier.. 6. All Old Business Authorized by Law: a. After discussion regarding the extension and deeding of Redinger Lane and a motion was made by Adriane Bartels and seconded by Greg Weyers to recommend that the Town Attorney and Paul Shallow work on the Towns acceptance of the road under Chapt. 80.01 and was carried b. John Suminski for the extension of Log Street, Paul Shallow has the final Certified Survey map to be signed by the Town and will present it at the Town Meeting. This was just for our information. Reopening of 5. a. Replacement for Raoul Schottky. Motion by Ted Schuurmans and seconded by Raoul Schottky to have Marlene Sauriol replace Raoul Schottky for his term of office and motion was carried. b. Storm sewer drainage of Long Street along Redinger Lane when extension is completed there will have to be some work along and under Redinger Lane to help with the storm water run off. A motion by Ted Schuurmans and seconded by Scott VanLaanen to recommend to the Town when the extension of Long Street is done that they refer to the Lakewood Storm Water Plan regarding the flow of water from Long Street to Redinger Lane to Highway 32. Motion was carried.
7. ALL OTHER BUSINESS a. Greg Weyers is drafting a letter and plan to try and get something done on St. Marys Road regarding the flooding during heave rains. This is just for information to the committee. b. There has not been any reply from Nerenhausen Surveyors regarding Whitetail Acres II received about coming before the Commission to explain what happened. The Plan Commission will draft a letter and send regarding this matter. Ted Schuurmans will write the letter.
8. Adjourn. Raoul Schottky made a motion to adjourn the meeting, seconded by Ted Schuurmans, motion carried at 7:24 PM.
