REGULAR TOWN BOARD MEETING
September 10, 2012
7:30 p.m.
LAKEWOOD ADMINISTRATIVE OFFICE

This meeting was posted in the four usual places those being the Lakewood Town Hall, Lakewood Super Valu, Laona Bank and Lakewood Administrative Office.

PRESENT: Joanne Roy, Chairman, Lee Spletter, Supervisor, Tom Haberstein, Supervisor Denise Jackett, Clerk. ABSENT: Virginia Nelson, Treasurer.

VISITORS: Loren Nelson, Josh Riebe, Raoul Schottky, Jeff Lieuwen, Don Jackson, Robert Brown, Greg Weyers.

Chairman Joanne Roy called this meeting to order at 7:30 p.m.

Lee S. moved to accept the agenda. Second by Tom H., all ayes motion carried.

Motion made by Tom H. to approve the Minutes of the August13, 2012 Regular Town Board Meeting. Seconded by Lee S., all ayes motion carried.

Treasurer�s Report: Given by Virginia Nelson, and summarized in these minutes.

Checking Account Beginning Balance: $ 74,667.55
Receipts: $ 222,551.07
Total in Checking $ 297,218.62
Less Expenses: $ 113,783.24

Tom H. moved to accept the Treasurer Report. Seconded by Lee S., all ayes motion carried.

Plan Commission:
REZONE, CONDITIONAL USE & CSM/PLAT PROPOSALS:
a. Rob Kamp's Land Surveying.
1. CSM for land division for Biersteker property on Cty. F

Lee S. made recommendation for Board approval of Certified Survey map for land division of Bierstecker property on County F.

Tom H. made motion to approve the Certified Survey Map for the Bierstecker property. Second by Joanne, all ayes motion carried.

Approval or Denial of Revisions to Snow and Ice Removal Ordinance:
Denise presented the Town of Lakewood Ordinance for Snow Removal for approval or denial. The Ordinance will allow the Road Maintenance to continue clearing snow the same they are doing at present.

Tom H., made motion to approve the Snow Removal Ordinance. Second by Lee S., all ayes motion carried.

Approval or Denial of Picnic License Application:
a. Lakewood Area Chamber of Commerce, Sept, 22nd thru 23rd, 2012, Rukus on the Ranch

Tom H., made motion to approve the Picnic License for the Chamber. Second by Lee S., all ayes motion carried.

Approval or Denial of Resolution Supporting a Local Government communication to the public service commission of Wisconsin requesting the initiation of the rule-making process:
Denise received a request of support from Village of Hobart regarding Private Utility easements and Vegetation Maintenance practices on utility transmission lines running through communities.

Lee S commented it is in regards to property owners planting low growing trees shrubs and other vegetation and the utility companies clear cut everything, even if the plant and shrubs do not interfere with the power lines..

The Board concurred to sign the Resolution Supporting a Local Government Communication to the Public Service Commission of Wisconsin Requesting the Initiation of the Rule-Making Process

Board, Clerk, Treasurer, Assessor Comments and Correspondence:

Lee S:
� Correspondence from a Mark Leman, member of Waubee Lake Association with concerns of traffic issues out of Waubee Lake Lodge. There had been a few close accident situations. Possibility of installing a stop sign at Waubee Park Drive before the driveway of Waubee Lake Lodge and out of the Waubee Lake Lodge parking lot or a possible yield sign or caution cross traffic sign on Waubee Lake Drive. Need to find out how far off of County Highway F any signage must be placed.
� Parking on County Highway F has also been an issue.
� Question of Property on County F the Town was to purchase. Denise commented that the property owners have taken the chance to pay the past due taxes reverting the property back to them. If they don�t the Town may still purchase.
Joanne:
� Contact has been made from Mark Kowalkowski to possibly create another Lake District for Wheeler Lake Area because of the milfoil issue on the lake.
Tom:
� Spoke with the owners of Fisher Reality property. They would pay for cutting of the lawn if there was someone that could do the job. Joanne recommended Josh Riebe�s son.
Denise:
� Community Ambulance Bank Reconciliation Report.
� Hidden Bear ATV Club letter of Notification: Agreement with County of ATV travel in Ditch line on County F from Clubhouse Lane to Old 32 for a distance of .30 miles, and segment on County F from the Beach Club north to an existing ATV Trail .90 miles in distance.
� Notice from County Clerk, Kim Pytleski, and A huge thank you for the awesome job clerks and poll workers have been doing!! Oconto County was praised by the Election Fairness group as being one of the most organized, well documented counties the group had met! Due to your hard work, and that of your poll workers, they were able to process the election in record time
� Oconto County Planning and Zoning, Notice of Set Back Variance being granted for Steve Harvath, Greg Dow, Dale Schmechel and Bruce Best for variance to build closer to the property side lines, road or water.
� Oconto County Planning and Zoning, Notice of Public Hearing for a variance to build closer to the water and lot line.
� Wisconsin Department of Natural Resources, Notice to place property under Managed Forest Law, Lovey Barbier,
� Wisconsin Department of Transportation letter of notice the Local Road Certification Packet had been sent.

Pay Vouchers:
Motion was made by Tom H., to approve the vouchers. Seconded by Lee S.. All ayes motion carried.

Public Comments:
Bob Brown: Representing McCauslin Lions Organization, asked consent of the town to repair the handicap docks on Chain Lake at their expense. The docks were previously donated by them. Board concurred to go ahead and repair the docks.
Raoul Schottky:
� Lions Club purchased indoor/outdoor carpet for the ball diamond to be used at the next Craft Faire. Board commented it will save a lot of work.
� Firefighters Association Picnic was successful event.
