REGULAR TOWN BOARD MEETING
July 13, 2009
7: 30 P.M.
LAKEWOOD TOWN HALL

This meeting was posted in the three usual places those being the Lakewood Town Hall, Lakewood Super Valu and the Laona Bank and published in the paper.

PRESENT: Joanne Roy, Chairman, Lee Spletter, Supervisor, Tom Haberstein, Supervisor, Denise Jackett, Clerk and Virginia Nelson, Treasurer.

VISITORS: Loren Nelson, Don Jackson, Raoul Schottky, Tony Letter and Greg Weyers

Chairman Joanne Roy called this meeting to order at 7:30 p.m.

Lee Spletter moved to accept the agenda as presented. Second by Tom H., all ayes motion carried.

Motion by Tom H., to accept the minutes of the June 13, 2009 Town Board Meeting. Seconded by Lee S., all ayes motion carried.

Treasurer�s Report: Given by Virginia Nelson and summarized in these minutes.

Checking Account Beginning Balance: $ 123,668.66
Receipts: $ 8,511.25
Total in Checking $ 132,179.91
Less Expenses: $ 41,323.89
Balance in Checking $ 90,856.02

Fire Department Account: $200.00
Cemetery Account: $500.00
Tax Account: $169,149.82
Contingency Fund $348,693.09
Storm Water Account: $668.62

Correction on Beginning Balance in Checking stands to be $123,668.66 not $132,668.66 as reported. Questions on the Fire Department Account; a donation from Wal-Mart for $500.00 had not been received; it was issued to Lakewood Fire Association.
Motion to approve the Treasurer�s report by Lee S., seconded by Tom H., all ayes motion carried.

Plan Commission:
Greg Weyers reported.
Plan Commission recommended the board approve the Certified Survey Map to rezone the Karl Mason Property, parcel #019-392903634B from agricultural to rural residential.
Lee S., made motion to accept the Certified Survey Map and rezoning of the Karl Mason Property. Second by Tom H., all ayes motion carried.

Discussion on how to handle the agenda because the Plan Commission meets on the same night.
� How far in advance is Notice needed to be on Town Agenda?
� Publishing of the Agenda: suggested abolishing the publication.
� Town of Lakewood Website
Tabled until August meeting.
� Check on time of posting
� Expense of publishing and if publication should still be done
� Referencing of Plan Commission Agenda on Town Agenda to meet the needs of the Tax Payers

Nine Towns Association sends out suggestions and recommendations to be discussed at the next meeting on July 29, 2009.
Plan commission recommends that Oconto County does not issue Building Permits until a Driveway Permit and physical address number have been issued.

Lakewood Fire Department:
Raoul Schottky was present.
� Installing black topped apron in new door location
� Future repair of old concrete in front of Fire Department

Approval or Denial of Black Top Bids:
One bid received from Northeast Asphalt at $49.20 per ton, all roads itemized separately, approximately $144,000.00.
Motion by Tom H., to accept the bid from Northeast Asphalt as presented with all roads listed to be completed. Seconded by Lee S., all ayes motion carried.

Long Street Survey:
� Possible extension of Long Street
� Certified Survey Map completed by Paul Shallow, shows 63 foot road verses 66 foot road the State requires.
� Storm Sewer drainage of Long Street/Water run�off to Redinger Lane to Highway 32, storm sewer drains should be increased
� Road foreman to locate stakes
� Get bids if budget allows

Administrative Office Update:
� Papers have been signed
� Offices need to be equipped








Approval or Denial of Picnic License Applications:
a. Lakewood Area Chamber (July 17, 2009 thru July 19, 2009)
b. Lakewood Fire Association 9September 6, 2009)
c. St. Mary�s Church (August 16, 2009)
Motion by Tom H., to approve the Picnic License for the applicants, second by Lee S.. All ayes motion carried.

Approval or Denial of Aramark Service Contract:
Discussion:
� Contract pricing/length of contract
� Possible purchase of rugs from Aramark
� Town taking care of cleaning
Motion made by Lee S., to allow the Town to take care of the rugs and items supplied by Aramark. Second by Tom H., all ayes motion carried.

Waubee Lake Drive Area ATV Route Access:
� Jerry Hebson presented a petition signed by property owners to allow access on Waubee Park Drive, Erdman Lane, Thomas Lane & Neuman Lane.
� Tim Maurer to be Trail Ambassador for the Waubee Park Drive Area
� Discussion on Roads being approved piece by piece
� Discussion of forming ATV Club
Motion by Tom H., to approve Waubee Park Drive, Erdman Lane, Thomas Lane and Neuman Lane Second by Lee S.. All ayes motion carried.

� ATV Routes must be published, posted and signs posted before the routes are considered legal.

Board, Clerk, Treasurer, Assessor Comments: Correspondence:
� Conditional Use Permit of Variety Store is for sale of goods and line of Pine trees were to be planted on the north side of the building which has not been done. Tom Wurzer has been contacted about the motor home sitting outside the building.
� Complaint on the Motocross Race being held at Shi Hill. County does not have a Noise Ordinance this may fall under the Large Gathering Ordinance.
� ATV Trailhead
a. Ribbon cutting ceremony
b. railroad ties were found under ground when digging
c. trees and grass seed need to be watered
d. outside faucet bid approximately $200.00 or in ground sprinkler system
e. work to be corrected /completed- caulking, light fixtures, door adjustments, waste paper baskets, recycle bins needed
f. Town should not accept until complete and in working order.
g. Over kill on some areas of building and other areas not up to specs.

� Dan Hoppe (Dusty Trails ATV Club) thanked the Fire Department for working with them on experimental dust control of the trail and gave update on Bob Skaletski and possible Department of Natural Resources Grant for dust control and signage costs.
� Correspondence presented by Denise.
a. Department of Natural Resources payment to town $432.23
b. Department of Commerce fire Dues payment to town $5337.38
c. Scott Construction Contract cost $22,575.00
d. Recycling tip fee increase from $4.00/ton to $7.00/ton on October 1, 2009 and land fill increase from $1.897/ton to $5.997/ton on July 1, 2009.
e. Wisconsin Public Service Contract for by back program on solar unit at ATV Trail Head.
� Club House Lane/Logging Camp Road sign issue and road name

Vouchers:
Motion was made by Lee S., to approve the vouchers, seconded by Tom H., all ayes motion carried.

Public Comment:
� Jerry Hebson commented on the Mary�s Park Boat Landing needing to be replaced, the Lake Association would pay to get it completed. Town Board approval with the approval of the Department of Natural Resources before work could be completed
� The steps on Waubee need replacing also.
� Waubee Lake water level is down, concern that Nicolet Bottling is drawing water from the water supply directly to relate to the springs of the lake.
� Raoul Schottky inquired about why the water fountain was not replaced in the Hall. There was a cracked pipe on the fountain.
� Ladies room toilet float is broken.
