Regular Town Board Meeting
Monday September 9, 2013
7:30 PM
Lakewood Administrative Office

This meeting was posted in the four usual places those being the Lakewood TownHall, Lakewood Super Valu, Laona bank and Lakewood administrative office.

Present; JoAnn Roy, chairperson, Lee Spletter, supervisor, Tom Haberstein, supervisor, Denise Jackett, clerk and Virginia Nelson, treasurer.

Visitors: Kathie Dekeyser, Josh Riebe, Don Jackson, Nicole Lowery, Loren Nelson. (See attached sign in sheet).

Chairman JoAnn Roy called this meeting to order 7:30 PM.

Tom H. Moved to accept the agenda. Second by Lee S. All ayes motion carried.

Motion made by Lee S. to approve the minutes of the August 12, 2013 monthly town board meeting. Second by Tom H. All ayes motion carried.

Treasurer�s Report: given by Virginia Nelson, summarized these minutes.

Checking account beginning balance: $114,125.90
Receipts: $762,594.47
Totaling checking: $876,720.37
Less expenses: $748,793.92
Balance in checking $127,926.45

Fire Department Account: $3,143.59
Cemetery Account: $500.00
Tax Account: $186,939.39
Capital Improvement Fund: $205,298.67
Grant Feasibility Account: $3,353.43

Tom H. moved to accept the treasurer�s report. Second by Lee S., All ayes motion carried.

Planning Commission:
REZONE, CONDITIONAL USE & CSM/PLAT PROPOSALS: None
Lee S. commented that the Plan Commission recommends the Town move forward with the website development. Scott VanLaanen requested that the website be placed on next month�s agenda.
Discussion of Town Employees Applicants:
Discussion was held on the applications received. Interviews with the applicants will be held on Friday, September 13, 2013. Denise will schedule interviews starting at 9:00 a.m. in half hour increments.

Approval or Denial of Northwoods Fire Protection Service Quote:
Quote was presented to the clerk from Northwoods Fire Protection Service to service the Town extinguishers in the municipal buildings. The quote came in $5.00 to $15.00 less for the same various services that were provided by Vorpahl Fire and Safety.

Tom H. Moved to accept quote for services from Northwoods Fire Protection. Second by Lee S. All ayes motion carried.



Appointment of Town Board Representative to the Munger-Bear Lake District:
Recommendation to appoint Joanne Roy as the Town Board representative to the Munger Bear Lake District.

Motion by Tom H., to approve the appointment, second by Lee S.. All ayes motion carried.

Approval or Denial of UES Computer Quotes for Updating and Maintenance:
Joanne commented on a quote she had received from U.E.S. Computers for the town�s networking service, installing remote back-up software, set up printers for scan to and e-mail to functions and set up remote for the Assessor. The quote is very competitive to the town�s current provider, Camera Corner/Connecting Point. Joanne commented that the town is not happy with the service that the current company has provided and recommends that the town switch providers.

Lee S. Moved to accept the quote for services from UES Computer. Second by Lee S. All ayes motion carried.

Board, Clerk, Treasurer, Assessor Comments and Correspondence:

Joanne:
� Commented that she was in contact with Attorney Mark Bartels about the complaints of the trailer on Wurzer property on Brer Rabbit. Concern was with sending the Building Inspector to go look at the building. Mark had commented that the inspector could inspect it from the road using binoculars. That type of inspection may show windows, doors or hinges that are not working properly and would not show the inside and whether or not it is livable property. Believed that inspector would have to get inside the property to do an assessment. Mark inquired if the Town had an ordinance to allow the inspector in the building. Lee S. Inquired if the County may have an ordinance to allow the inspection of the property. Joanne commented that maybe she should contact the County. Mark commented that a letter could possibly be written to the owner and asks for permission to go in the property and if the owner denied access it would have to be subpoena it through a different procedure. What should be the next step to have an inspection done? The board agreed to contact the County first.
� Commented that it would be a good choice to allow DMI to work on the town website.
Lee S.:
� Had a meeting at Mary�s Park with Ken Dolata and Doug Zewarski to go over what has been done and what needed to be done? They were happy with everything at this time. Changes were made. Waubee Lake Association has eight buoys that they used to mark rocks. They could be changed to reflect the swim area and depth markers. Doug is going the check to see if there is a price involved for the buoys and will get back to Lee. Joanne commented that the swim marker has to meet DNR standards.
Tom H.:
� Terry Rank approached him about having a stop sign placed at the Twin Pines Road and Super Valu Parking lot intersection for safety reasons. Super Valu will pay for the sign and installation. The board agreed it would be a good idea.
Virginia:
� Delinquent Personal Property Tax letters have been sent out and have not received any of them back.
Denise:
� Community Ambulance Minutes of Meeting and Reconciliation Details of Accounts.
� E-mail from County Clerk pertaining to the August Clerk meeting has been changes to September 12, 2013 in Town of Mountain.
� Local Government Center notice of workshops to be held, Thursday, September 12, 2013 in Wabeno at Indian Springs Lodge and Conference Center.
� Crime Stoppers of Oconto County letter asking for consideration they are included in the town annual budget.
� Division of Transportation Investment, courtesy letter reminder the Local Road Certification Packet should be returned by October 11, 2013.

Pay vouchers.
Motion was made by Lee S. to approve the vouchers. Seconded by Tom H.. All ayes motion carried.
