Regular Town Board Meeting
Monday July 8, 2013
7:30 PM
Lakewood Administrative Office

This meeting was posted in the four usual places those being the Lakewood TownHall, Lakewood Super Valu, Laona bank and Lakewood administrative office.

Present; JoAnn Roy, chairperson, Lee Spletter, supervisor, Tom Haberstein, supervisor, Denise Jackett, clerk and Virginia Nelson, treasurer.

Visitors: Loren Nelson, Josh Riebe, Bob Landwehr, Raoul Schottky, Jenny Rommel, Al Rommel, Kathie Dekeyser, Adrianne Bartels.

Chairman JoAnn Roy called this meeting to order 7:30 PM.

Tom H. Moved to accept the agenda. Second by Lee S. All ayes motion carried.

Motion made by Lee S. to approve the minutes of the June 10, 2013 monthly town board meeting with correction to wording used in Public Comments can verses call. Second by Tom H. All ayes motion carried.

Treasurer�s Report: given by Virginia Nelson, summarized these minutes.

Virginia commented the beginning balance is different than the ending balance because of an outstanding check $82.72 that needed to be added in. Also commented, last month�s report the Cemetery CD Account should have $500.00 in it.
Tom H. moved to accept the treasurer�s report. Second by Lee S., All ayes motion carried.

Planning Commission:
REZONE, CONDITIONAL USE & CSM/PLAT PROPOSALS: No Report
Discussion, Approval or Denial of Sanitary District Personnel Wages:
Clerk received a letter from the George Bielinski, Sanitary District asking for approval of a wage increase from $12.00 per hour to $15.00 dollars per hour for district personnel.

Motion made by Tom H. to approve the wage increase. Second by Lee S., all ayes motion carried.

Highway 32 Assessor Plat Information:
Clerk presented a map form Hugh Guy (for informational purpose only) of the proposed changes to property lines within the Assessor Plat. All property owners have been sent a certified letter and map. The property owners have been given thirty days to disapprove of the lot line variation, after which time the map would be submitted to the county.


Approval or Denial of Picnic License for St. Mary's Church and Lakewood Chamber:

Clerk asked the Board for approval of Picnic License for St. Mary�s Church, August 18, 2013 Parish Picnic and Lakewood Area Chamber, Mardi Gras, July 12, 2013 thru July 14, 2013.

Motion by Lee S., to approve the Picnic License for the applicants, second by Tom H.. All ayes motion carried.

Board, Clerk, Treasurer, Assessor Comments and Correspondence:
Tom H.:
� Fischer Realty Grass was cut prior to calling them.

Lee S.:
� Received complaints on the Animal Control Officer. Should speak with him pertaining to how things are handled to adopting out dogs. If he has that right or needs to go through humane society or pound. Better communication between kennels and Humane Society.
Joanne commented that it is believed the Animal Control Officer does have the right to adopt out the animal after holding for seven days.
Tom H. received the same call. Dog�s owners were concerned that the Animal Control Officer didn�t go through the humane society.
Questioned if some changes should be made to the policy on how to handle animals found. Board concurred that it is hard to tell by only one incident.
� Inquired when the work on Riverside Road will start. Josh commented the current week or next.
� Mary�s Park Improvements, complaints on spraying of chemicals on the grass with no signage posted. The individual responsible purchased Round up and did not think of posting the area. There have been a lot of rumors as to what is actually happening with the improvements and the park. There are questions if the area will be handicap accessible to fish.
� A meeting with Ken Dolata from the County has been set up for Wednesday.
Joanne:
� Mary�s Park Improvements, concerned individual with the limited access, and the type of plants, how high they would be and area plants were being planted. There would not be any visibility to the children playing in the water. If there would be more than one area accessible to the water.
Denise:
� Oconto County Planning and Zoning, Goodwill Industries cancellation notice for donation pickups effective, will be picked up until August 13th, 2013 at which times they will pull all containers within the sheds and will cease pick up. Notice was given to Josh to forward to Recycle Center Attendant to post on the shed.
� Wisconsin Department of Investment Management, Rustic Road Old 32 has been approved.
� Wisconsin Department of Natural Resources payment of $447.35 sent for Managed Forest Lands.
� Oconto County Flood Plain Ordinance Amendments.
� Bay-Lake Regional Planning Commission request for list of projects planned for completion not yet underway.
� Oconto County Economic Corporation launching of a new website and mobile app designed to promote tourism and economic development in Oconto County, meeting to be at Red maple Country Club in Suring on Thursday, July 11 at 1:30 p.m..
� McCaslin Lions Letter of Craft Faire Instruction of parking sign to be placed and traffic control.
� Brochure for Humane Officer training September 23-27, 2013, Crown Plaza Hotel, Madison.
� Lakewood outdoor Services, Mike Flynn quote for irrigation installation at Trailhead. Quote includes a guestimate for the plumbing and concrete work that need to be completed. Board discussion. Lee S. will set up an appointment to meet with Mike for more information.
� Centurylink permit application for fiber optic cable to be buried at the clinic property. Tom H. will talk to Shelly from the clinic for more information.
Pay vouchers.
Motion was made by Tom H. to approve the vouchers. Seconded by Lee S.. All ayes motion carried.
Public comments:

Jenny Rommel:
� Adjacent property owner on Waubee Lake concerns on Mary Park Improvements. Became informed about the project when she was in park with children and friends when they were approached by a neighbor to watch out because there had been poison sprayed to kill the grass to plant wild flowers. There were no signs to bring it to any ones attention. They had notified others at the park about the spraying at the park. Thought it was very un-acceptable no signage was used. No information was shared with or sent to the adjacent property owners or users of the park about the future changes to the park that got approved without public knowledge or any input from the public regarding the park and its usage. She spoke with a town supervisor and was informed it was a lakeshore restoration project which would consist of a small amount of bushes and some wild flowers that would stop the erosion and that a grant was approved for the naturalization. She then contacted Ken Dolata, Oconto County land Preservation. He assured them that the park would be usable to the public and that you would be able to see over the plantings and he sent a copy of the plan. The plan was reviewed and it shows bushes and wild lands along the entire beach front. Some of the bushes have already been put in place and grow between eight to ten feet tall and will spread in the future. It is not compatible to the park usage and the public that uses the beach and park. She spoke with other park and beach users and they have the same concerns. They think the project should be halt and reconsidered. They plan on putting it on the next agenda so they may have an opportunity for public input regarding the future of the park.
Al Rommel:
� Adjacent property owner on Waubee Lake concerns on Mary�s Park Improvements. This will be a big change to the land use of the park and beach area. Right now it is used for fishing, swimming, boating, picnicking and a lot of recreation. The plan would make areas of the beach inaccessible. Noted that the people that were there over the last weekend were congregating in the boat landing area because of limitation of beach area. The plants that were planted will eventually make the beach front unusable. This is the only area the public and people that are not on the lake can access. They spoke with people that questioned the Lake Association members and the association scaled back a little bit and they are reluctant to change their plans to put bushes all the way across the beach front. There will be and area for the steps and it will be very hard to use. Would like to have the plans placed on hold so it can be looked at and gather a little more feedback. The plans were put together for improvements in March and not many people were aware of what was going on until the flags show up and planting were placed. Would like the plan placed on next month�s agenda.
Kathie Dekeyser:
� Adjacent property owner on Waubee Lake concerns on Mary�s Park Improvements. People are asking her if something should be done about the changes to the park. Should they be calling the board or get a petition going. There is not a lot of erosion in the park not any more than has been over the years. They liked the park the way it was. Tom H. questioned if they have a lake association. Kathy commented she was part of the association. They have contacted them, the Lake Association doesn�t care about the park, and they care about the boat landing. Eighty percent of the association members live on the lake they don�t use the park. Tom H. commented that there were adjacent property owners that were in favor of the plans. Kathy commented that those people already have their own beach front and would rather have it all secluded. Tom H. commented this was not the town�s idea and it was on the agenda and in the minutes. Lee S. added that Chad Heiptas lives on Waubee Lake, was the one that approached the town to do something with the park to make it a better place for people to use. The State of Wisconsin had a program for shoreline improvement, Oconto County received $850,000.00 grant last year. The monies being used for the improvements are through Oconto County to the Town of Lakewood. Chad was the representative that was to talk with property owners. When he came to the meeting it was specified that he should talk to the adjoining property owners to Mary�s Park. Evidentially Chad did not do it; he must have spoken to some people and not all of them. Part of the reason being all the people are not up at the same time. Waubee Lake Association was contacted. Information was put out there. Kathie questioned what all the interest in the park is all of a sudden? Lee S. commented there is some erosion going on out there, on the right hand side where everyone parks. That area could be corrected. Kathie commented to correct that area and leave the rest of it alone. Lee S. commented the potholes could be filled in and have a nice grassy area for picnics and children to run and not stumble in holes. The front part being talked about the bushes being too high, he was not under the impression they were going to be that high or they were going to be there. The town was told it was going to be wild flowers and native plant placed. Joanne commented the bushes should not be there if they are going to be that high. They were going to be low growing plants. Kathie commented the bushes are already planted. There has been miss communication going on and there is a meeting scheduled with Ken Dolata from the county on Wednesday morning July 10th. Lee S. will bring up the concerns with him. The town was understanding there was not going to be anything done until the end of the season or fall because of the use of the park during this time of the year. Joanne commented if the planting there are going to be that high, she would be in favor of pulling them out immediately.
� Pictures of the existing area and a copy of the plans were presented. It was not the intent of the board to cover or hide the lake front.
� Lee S. invited the Rommels and Dekeysers to attend the meeting with Ken Dolata on Wednesday July 10th at 10:00 a.m.
� St. Mary�s Park will be placed on next month�s agenda.
