PUBLIC HEARING
LAKEWOOD ADMINISTRATIVE OFFICE
FEBRUARY 11, 2013
7:00 P.M.

This public hearing was advertised in the Oconto County Reporter and Beacon for two weeks and was posted in the four usual places those being the Lakewood Town Hall, Lakewood Super Valu, Laona Bank and Lakewood Administrative Office.
prior to the hearing.

PRESENT: Joanne Roy, Chairman. Lee Spletter and Tom Haberstein, Supervisors, Denise Jackett, Clerk and Virginia Nelson Treasurer.

VISITORS: Loren Nelson, Josh Riebe, Mark Teuteberg, Bob Landwehr, Adriane Bartels, Scott Peterson, Carol Kitchenmaster, Dennis Kitchenmaster, David Gryboski, Mike Hess, Peter Liptack, Tom Gryboski, Duff Leaver and
Non-legible signatures. (see attached sign in sheet)

Agenda and Maps of the proposed area were provided at the door.

This meeting was called to order at 7:00 p.m.

Joanne stated the purpose of the Public Hearing is for a possible action for the proposed Assessor Plat in conjunction of properties within the Northeast Quarter Section 31, Township 33 North, Range 16 East, Town of Lakewood, Oconto County, Wisconsin.

Denise sent certified letters to the property owners directly associated with the Assessor Plat. All return receipts were received with exception of MMADKAT IV LLC/Jared VanLanen. Denise was in contact with Jared via telephone he had received the letter and he is in favor of the Assessor Plat.

Mark Teuteberg, LIS Admin/County Surveyor Office was present. He gave an over view of the issues pertaining to the proposed Assessor Plat area.
Issues were discovered when the Kitchenmasters wanted to have their property surveyed. There were deeds recorded prior to that caused land division violations. When Mike Hess (surveyor) started the survey, he discovered laps, gaps and erroneous descriptions throughout the proposed area.

In January, Carol Kitchenmaster petitioned the board for a proposed Assessor Plat.

Through completing the Assessor Plat the property lines, boundary lines overlaps and gaps can be corrected. New stakes would be placed.
The property owners involved would pay for the Assessor Plat based on the assessed value of their land. The Town pays for completion of the plat and it is assessed back to the land owners. It is assessed back to the land owners based on a ratio and the value of land. It would be special assessed on the land owner�s tax bill.

Tom Gryboski property has issues with an easement that is should be there and is not.
Adriane Bartels was present to represent Roe Anderson property which has land division violation and west line issue. Mark commented Roe�s property overlaps with the Family Dollar Store property.











The Town went through the solicitation of sealed bids for surveyors to complete the project. A total of thirteen (13) bids notices were sent to qualified surveyors.
Three bids were returned as follows:
Soletski Surveying, LLC $12,650.00 to be completed in 13 months
Northeast Surveying $7,200.00 to be completed in 8 months
Hugh W. Guy Jr. $4,890.00 to be completed in 9 months

Tom H., inquired if the property owners had any input on the selection on surveyors.

Peter added that he had looked at the existing map on the county website and the one with the descriptions, without a doubt would not be able to place accurate assessments based on the descriptions of the parcels. Therefore being a necessity to do the Assessor Plat.

Joanne commented that if the board was to move forward with the Assessor Plat, it would be beneficial to the property owners accept the bid from Hugh Guy, Jr. at a bid of $4,890.00.

Property owner questioned the reliability of the submitted surveyors.
Lee commented they all have to be certified by the state and follow the same rules. Mark commented that each one is qualified.

Motion to adjourn by Tom H to accept the bid of $4,890.00 for Hugh Guy, Jr., seconded by Lee S, all ayes motion carried.

Mark added the Assessor Plat needs to be given a name. Board concurred to name it to be Assessor Plat #1. Mark will check to insure that the name can be used.
