REGULAR TOWN BOARD MEETING
November 14, 2011
7:00 p.m.
LAKEWOOD ADMINISTRATIVE OFFICE

This meeting was posted in the four usual places those being the Lakewood Town Hall, Lakewood Super Valu, Laona Bank and Lakewood Administrative Office.

PRESENT: Joanne Roy, Chairman, Lee Spletter, Supervisor, Tom Haberstein, Supervisor Denise Jackett, Clerk and Virginia Nelson, Treasurer.

VISITORS: Loren Nelson, Josh Riebe, Don Jackson, Vay Jackson.

Chairman Joanne Roy called this meeting to order at 7:00 p.m.

Tom H. moved to accept the agenda. Second by Lee S., all ayes motion carried.

Motion made by Lee S. to approve the Minutes of the November 14, 2011 Regular Town Board Meeting with correction to Motion on agenda made by Tom H.. Seconded by Tom H., all ayes motion carried.

Treasurer�s Report: Given by Virginia Nelson, and summarized in these minutes.

Tom H. moved to accept the Treasurer Report. Seconded by Lee S., all ayes motion carried.

Plan Commission:
No Report














Discussion and possible Approval or Denial of all roads for ATV Routes with in the Town:
Several requests have come to the town to open all town roads as routes.
Lee S.
� ATV use is climbing upward. More people are buying ATV�s; last few years have surpassed snowmobiles.
� Petitioned signatures were needed to open roads and now being reversed to petitioned signatures to close roads to ATV usage.
� Presently 12 year olds can ride on a road. With vehicles on it they must be 16 and have drivers license. New information as of tonight; the law will be changing; ATV operators will have to be 16 years of age to operate on a road and must have insurance. If this passes there may be a difference in the way it is perceived.
� Need to have balance between the people that want ATV�s and don�t.
� Doesn�t see more accident�s happening if approved.
Joanne:
� People are going faster because they are on routes not designated for ATV use and don�t want to get caught.
� Disburses the traffic on roads more evenly than all on certain roads.
� Have not received any complaints in 4years.
Tom H.:
� Wabeno and Townsend both have roads open and it has worked well.
� Received 1 call in four years with complaint

Loren Nelson:
(representing the Hidden Bear ATV Club)
� Doesn�t believe the club�s budget will be able to pay for all of the signage of the entire town. Signs are needed for the beginning, end and dead end routes along with speed limit signage.
� Speed limit signage for ATV�s is not the same as the town�s road speed signs.
Don Jackson:
� All No ATV Signs would come down.
� Red Arrow, Crooked Lake and Dusty Trail ATV Clubs have all been very helpful.
� Tom H. moved to accept the Treasurer Report. Seconded by Lee S., all ayes motion carried.

Tom H. moved to approve the opening of all town roads for ATV Routes within the Township of Lakewood. Seconded by Lee S., all ayes motion carried.

Board, Clerk, Treasurer, Assessor Comments and Correspondence:

Tom H.:
� Pothole in back of Shell Station needs to be repaired. Will be repaired with blacktop.
Joanne:
� County invoiced the town $13.83 for the Metal Dish taken from the recycle center.
� Town will receive T.R.I.P. Monies in amount of $17,989.00 for a small piece of E. Riverside Road.
� Pine Ridge Property Survey updates; no need to purchase lot, access could be granted through the boat landing lot.








Denise:
� Community Ambulance Reconciliation Report
� Community Ambulance Reconciliation Agenda
� Oconto County Office of Planning, Zoning decision on the Conditional Use Permit for the Kerscher property; granted with change and condition as follows:
 All State and Federal laws whatever they may be;
 Race track will be allowed to operate from May 15th to October 15th;
 The track will be available for moto cross bikes and ATV�s 4 weekends per season one to include the 4th of July and to be scheduled at the owner�s discretion with at least two weeks between each race.
o Saturday hours: 10:00 AM to 6:00 PM
o Sunday Hours: 10:00 AM to 6:00 PM
o Practice Prior to race: 8:30 AM to 10:00 AM
 Owners are to post track schedules at various places for public viewing
 No highway licensed vehicles to be allowed on track;
 All track vehicles must be in good working condition, with complete exhaust systems;
 Moto cross bikes or ATV�s will not be allowed on public roads or other private roads;
 Owners must provide off road parking;
 Owners must provide adequate liability insurance;
 Owners must provide adequate supervision (on the premise) during open hours;
 Owners will be responsible for maintaining overall safe conditions and proper operation of events.

� E-mail from William Dutton with update on the percentage of revenue provided to the county from the Six Towns plus Brazeau and Breed to be a 41.38 percent.
� E-mail from Ann Hogan reporting that the Oconto County Economic Development Corporation will be funded for 6 months in 2012. Other options will be researched to provide the service after the six months.
� E-mail from Ann Hogan stating Bruce Mommaerts of Oconto County Economic Development Corporation will be retiring July 1, 2012.
� E-Mail from Tim Magnin, On December 5th, 6th and 7th narrow banding of Fire and EMS radios will take place.
Lee S:
� Inquired about a letter from Kevin Hamann pertaining to a possible relocation of the Satellite Office.
Denise stated she had received a letter from a Dale Ott and Jim Weyers to possibly consider another location for the Satellite Office. It was tabled until it goes to the Six Town�s Meeting in January.

Pay Vouchers
Motion was made by Tom H., to approve the vouchers, seconded by Lee S.. All ayes motion carried.
