REGULAR TOWN BOARD MEETING July 11, 2011 7:30 p.m. LAKEWOOD ADMINISTRATIVE OFFICE
This meeting was posted in the four usual places those being the Lakewood Town Hall, Lakewood Super Valu, Laona Bank and Lakewood Administrative Office.
PRESENT: Joanne Roy, Chairman, Lee Spletter, Supervisor. Tom Haberstein, Supervisor Denise Jackett, Clerk and Virginia Nelson, Treasurer.
VISITORS: Loren Nelson, Josh Riebe, Raoul Schottky, Don Jackson, Neale Block, Tom Dunn and Bob Landwehr. Chairman Joanne Roy called this meeting to order at 7:30 p.m.
Lee S. moved to accept the agenda. Second by Tom H., all ayes motion carried.
Motion made by Lee S., to approve the Minutes of the June 13, 2011 Regular Town Board Meeting, with correction to the next meeting date. Second by Tom H., all ayes motion carried.
Treasurer�s Report: Given by Virginia Nelson, and summarized in these minutes.
Checking Account Beginning Balance: $ 130,124.25 Receipts: $ 8,026.19 Total in Checking $ 138,240.44 Less Expenses: $ 40,359.04 Balance in Checking $ 97,881.40 Fire Department Account: $3675.03 Cemetery Account: $500.00 Tax Account: $391,783.70 Capital Improvement Fund $ 62,182.35 Grant Feasibility Account $3353.43
Tom H. moved to accept the Treasurer Report. Second by Lee S., all ayes motion carried.
Plan Commission: Lee S. Reported. Plan Commission inquired if the town had a Grass Cutting Ordinance in place and if not would be possible to put on into effect. If it would be put in place it could be similar to the snow removal ordinance. Enforcement would be an issue. An ordinance would allow the town to send a letter and if not taken care of, the Town would and then apply the charges to the property owner�s tax bill. There have been complaints about the grass not being mowed at Fischer Realty Property on Highway 32, there are also rodent issues associated with the property. Approval or Denial/ Granting of Black Topping Bids: One bid was received from Northeast Asphalt bid at $180,860.00.
Tom H. moved to accept the bid from Northeast Asphalt with the exception of Emma Lea Lane ($19,580.00) to be dropped from the list of roads to be done. Second by Lee S., all ayes motion carried.
Sealing of Town Hall Parking Lot: One bid received for the Town Hall parking lot, from Burr�s Northwoods Seal coating & Asphalt Maintenance in the amount of $3,150.00.
Lee S. moved to accept the bid from Burr�s Northwoods Seal coating & Asphalt. Second by Tom H., all ayes motion carried. Joanne suggested that the contractor check with Josh and Denise for timing issues to seal the parking lot. Denise made mention of the crack in the Administrative Office Parking lot should possibly be looked to see if it needs to be sealed.
Opening of F350 Truck Bids: Three sealed bids were received. 1. Peterson Ford in the amount of $39,484.00 for the cab chassis and $18992.00 for add on equipment for a total of $58,476.00. 2. Casper�s Truck Equipment in the amount of $21,858.00 for add on equipment only. 3. Monroe Equipment in the amount of $19,047.00 for add on equipment. Bids and equipment details will be reviewed and compared. Bid will be granted at the August Meeting or advertised again for new bids. County Library Tax Exemption Resolution: Resolution will exempt the Town from paying the County tax, Library portion of the County tax, approximately two percent (2%).
Motion to sign the Exemption from County Library Tax Resolution made by Tom H.. Second by Lee S., All ayes, motion carried.
Hidden Bear ATV Club/Loren Nelson: Peshtigo River Road: Loren made request to open Peshtigo River Road/Boat Landing 11 Road as an ATV route thru the State Forest. Peshtigo River Road is actually Boat Landing 11 Road in the Town of Lakewood. There are no residents on the road to petition to as normal procedures would be. They would like to get it in the works. Lee S. stated that the Town of Stephenson and the Town of Silver Cliff both have approved the road within their municipality. The road is a connecting area to the other municipalities. It needs s to be approved within the Town of Lakewood and published or it cannot legally be utilized. No issue with opening the road, the issue lies in the fact that the Town publishes roads in April each year. Joanne inquired as to if the Board should make an exception to the rule of publication because of the situation.
Joanne made motion to make an exception to the rule of publication of the Peshtigo River Road/ Boat Landing 11 Road, because of the situation. Second by Tom H., All ayes, motion carried.
Board, Clerk, Treasurer, Assessor Comments and Correspondence: Lee S. Comment on posting a sign in regards to the new law to carry a concealed firearm. Carrying Firearms in Public does require training and must be 21 years old to do so. The local Assessor, Peter Liptack has notified the town of important data regarding the 2013 mandate for electronic data storage of all assessment records. Wisconsin Assessment Regulations require that he notify the Town this requirement. The Department of Revenue will also notify the Town. The Township of Lakewood is not in full compliance with this requirement at this time. Denise commented that when she looks for information for a taxpayers request the information she finds is from 2005 R & R Assessing, so she forwards them to the assessor. Joanne: Lakewood Pavilion State Plans are complete. Publication for bids to start construction after Labor Day to be completed by May 1st, 2012. Tom H.: Joanne, Tom and Josh looked at the culvert near the park. Mobile Home Park culvert was completed. Lee S.: Update on Capitol Improvement Committee. Introduction page explaining the duties of the committee has been drawn up. Need to get facilities and equipment inventory update completed. Also need to contact people to be on committee to get started. Denise: New Voter ID law will be active in by the February 2012. At this time voters can vote without an identification card. Voters can get an Identification Card at the Department of Transportation for free if it is for voting purposes only otherwise the charge is $28.00. Voters must now sign the poll book prior to getting a number for a ballot unless a disability prevents them from doing so. If the voter refuses they will not get a ballot. Election on July 19, 2011 is a Primary Election, Republican State Senator District 12; Robert H. Lussow verses Kim Simac. Wisconsin Department of Commerce Project Registration for Lakewood LE Storage. Wisconsin Department of Natural Resources Letter of Managed Forest Law payment of $463.75. State of Wisconsin Department of Workforce Letter of Special Assessment for Interest on Outstanding loans. Rate for Employers who reimburse them for benefits paid is estimated to be .15%. Bill to be sent in August. Northern Community Health Center Balance sheet. Community Ambulance reconciliation Detail McCaslin Lions Club letter of requests for the Arts & Crafts Show referencing signage and traffic control. Letters from Candidates Kim Simac and Jim Holperin asking for support. Virginia: Suggested J. Maul should be installed on Computer for Denise�s viewing along with the information from Peter. Joanne suggested that the laptop need to be brought to the office to be copied over to the server. Joanne: Mention of two hard drives went out on the server and had to be repaired. Pay Vouchers: Motion was made by Tom H., to approve the vouchers, seconded by Lee S.. All ayes motion carried.
Public Comments: Lee S.: Complaint on Wheeler Lake Boat Landing. Property owners next to the landing had their vehicles parked on Town Property. Others could not use the landing because they could not turn easily. They had rafts and items on that side so incoming boats and people could not load and unload. They are also installing a 40 foot L-shaped dock at the property. It is also the same property that the owners had planted trees on town property.
