MINUTES DRAFTED SUBJECT TO BOARD APPROVAL
REGULAR TOWN BOARD MEETING FEBRUARY 11, 2008
7:30 P.M. LAKEWOOD TOWN HALL
This meeting was posted in the three usual places those being the Lakewood Town Hall, Lakewood Super Valu and the Laona Bank.
PRESENT: Tom Gryboski, Chairman, Lee Spletter, Supervisor, Tom Haberstein, supervisor, Denise Jackett, Clerk, and Virginia Nelson, Treasurer.
VISITORS: Jim Campbell, Don Jackson, Mike Fend, Sue Fend, Robert Landwher, Ted Schuurmans, Roger Enderby, Rose Mary Enderby, Jack Bailey, Dave Johnson.
Chairman Tom Gryboski called this meeting to order at 7:30 p.m...
Tom Gryboski asked for a motion to approve the agenda. Lee Spletter moved to accept the agenda, Tom Haberstein second, all ayes motion carried . Tom Gryboski asked for a motion to accept the minutes of the January 14, 2008 meeting. Motion made by Tom H. to accept the minutes. Second by Lee S., all ayes motion carried.
Treasurer�s Report: Given by Virginia Nelson and summarized in these minutes.
Checking Account Beginning Balance: $ 92,598.03 Receipts: $ 550,582.72 Total in Checking $ 643,180.75 Less Expenses: $ 490,839.48 Balance in Checking $ 152,341.27
Cemetery Account: $500.00 Tax Account: $1,936,439.02 Omitted Tax Account: $ 140,104.10 Storm Water Account: $ 74,454.02
Virginia also presented a Year to Date Batch Recap Report for property Tax collected. Motion to approve the Treasurer�s report by Tom H., seconded by Lee S., all ayes motion carried.
Plan Commission: Plan Commission recommended the Town should purchase the property from Gerald Ducha on County Trunk F, Parcel #019-42-320781401. With the extension of the sewer line the property could be used for a possible retention pond, extending the Twin Pines Road, etc. Discussion was held on finances for the purchase of property. Lee Made motion to purchase the property, Tom H. second, all ayes motion carried.
Capitol Improvements Committee: No report
Forestry Department: Representative not present. Reschedule to March Agenda. Wheeler Lake Association/Parking Issues: The Lake Association (Representative Jim Campbell) is concerned with parking issues on the road at the Beach and Boat Landing areas. They do not believe the No Parking signs are clear enough as to where they can park. They are asking that �No Parking this side of street� signs be placed on both sides of West Wheeler Lake Lane form CTH F to 200 feet North of Highland Road. Lee S. reminded of past meetings on the same issue, the findings he had then. Parking Ordinance needs to be passed at a county level. The Lake Association would like the Town to assist them in determining what legal/illegal parking is. The Town will meet with a representative from the Lake Association to view the situation before positioning additional signage. The Lake Association will report to the Sheriff�s Dept. when they feel cars are parked illegally.
Library Trustees: Library would like the town to reinstate trustees Bob Obma for 2 years and Barb Konopacky for three years. Motion made be Lee S. to reinstate the requested trustees, second by Tom H. All ayes motion carried. Lakewood Fire Department: Randy Jackett gave update on the new pumper truck. Full payment on the truck is due at the time of pick up because financing is going through the local bank verses the method through Oshkosh Fire. This was determined because of the approximately $8000.00 additional interest on the loan via Oshkosh Fire. Denise stated that there was $40,000.00 in the 2008 Budget set aside for the truck. Motion was made by Tom H. to borrow $112,511.00 second by Lee S. all ayes motion carried.
Board, Clerk, Treasurer, Assessor Comments: Correspondence. Denise presented the correspondence to the town. Letter received from Leonard Lewins pertaining to access property. He has tried to discuss this with Peter Liptack and has no success getting it resolved. Tom G. will contact Peter on the issue. Denise questioned as to when the Town is to submit the $20,000.00 that was requested by the Clinic? Tom G. will check with Ann Hogan. Virginia inquired as to what should be done with any Omitted Tax Bills and Property Taxes that had not been paid. It is not understood as to why action is not taken against the individuals. Tom G. will call Jim Morrison for legal advice on the issue. Virginia will meet with Tom G. when he is called on February 12, 2008.
Pay Vouchers: Motion made by Lee S. to approve the vouchers as presented, second by Tom H., all ayes motion carried.
Public Comments: Roger Enderby commented on the GREAT job the road workers are doing with snow plowing this year.
